MEETING MINUTES
This was the 8th Lincoln Village Community meeting. The purpose of these meetings is to share information about the status of our community and the services that the city provides to our residents.

Drug Awareness
Dealers find quiet neighborhoods to meet and buy/sell.
Dealers do not work out of their houses, which makes them harder to identify and catch.
Drugs can be hidden in any container. Examples shown were milk jugs, coffee pots, spray cans (changed so that the bottom would screw out), and mayonnaise jars.
There are only 16 STAC officers in the Madison-Morgan County area. They rely on tips from us!
Drug Types That Are In This Area
Marijuana
3 Grades: (1) Cheap grade: has seeds and stems; (2) Mid-grade: has stems but very few seeds;
Hydroponic: highest grade, no seeds or stems, has reddish color
Packed in “blunt shells” to look like cigars
Note: “Blunt shells” are sometimes dipped in Tusinex (a cough syrup with codine, comes in orange/reddish bottle). Tusinex gives the blunt a shiny coat. This is actually TWO drugs: marijuana and codine.
Crack Cocaine
the rock form of cocaine; made with cocaine, water and baking powder
does not dissolve, must be smoked in a crack pipe; gives a “high” for 15-30 minutes
crack pipes are often sold in convenience stores as a glass tube with a rose in it; homemade pipes could made from small aspirin bottles with aluminum foil on top.
Crystal Meth
Often found in higher-income neighborhoods; street names are "crank," "glass," "ice," and "speed".
Can be smoked like crack, snorted, injected, or eaten; gives a “high” for 8 hours (gives user energy)
Meth labs smell like weak Clorox; chemicals are very dangerous – do not enter; call police
Meth eats you from the inside-out – people get Meth sores, loss of appetite.
Ecstasy or “X” – small pills; different makers have different symbols, which they print on the pills (stars,
flowers, hearts). People high on Ecstasy are “rolling.”
Prescription drugs – pills that are legal with a prescription, but are making their way to the black market;
includes Oxycontin and Hydracodine
Our biggest problems are Crack and Meth. From 2000-present, the amount of Crack and Pills has gotten worse.
Criminal Charges
Marijuana: 1 joint = misdemeanor; 3 joints = felony (considered a “package for sale”)
Cocaine or Meth = Felony

DO NOT APPROACH DEALERS!
Write down times, dates, locations, frequency, physical descriptions, license tag numbers
2 ways to report information:

2. Phone: 722-7100. If you call the precinct, LEAVE A VOICEMAIL. The officers are out on the street, often doing undercover work. They check their voicemail every day and their e-mail every other day.
